Citizen Self-Service Portal
Planning Applications are now located on our Citizen Self Service Portal (CSS)
Please visit: www.dublin.ca.gov/css for instructions on how to submit applications, pay fees; receive and review documents; and stay updated on your application's status.
Submittal Requirements
The following application forms are required as part of the submittal for their respective applications to the Planning Division. Please note that not all applications require submittal of a separate application form. If the application is not listed below, a separate application form is not required as part of the project submittal.
Prior to submitting an application for a project, please contact the Planning Division at (925) 833-6610 for submittal requirements.

- Preliminary Application for SB35
- Preliminary Application for SB330
- Zoning Clearance - Day Care Center
- Zoning Clearance - Multi-Family Projects SB35
- Zoning Clearance - Indoor Recreation Facility
- Zoning Clearance - SB9 Unit Developments
- Zoning Clearance - Scarlett Court Auto Related Use
A separate Planning Application form is NOT required for the following applications. All information pertaining to the following project applications will be required to be entered directly into the Citizen Self Service Portal (CSS) as part of the submittal process.
- Heritage Tree Removal
- Preliminary Application (General)
- Preliminary Application for a Condominium Conversion
- Site Development Review Waiver
- Temporary Use Permit
- Zoning Clearance (except those listed above)
- Appeals Filed by Applicant / Public
