Dublin Boulevard – North Canyons Parkway Extension

Q: What is happening with the extension project?

A: The Dublin Boulevard – North Canyons Parkway Extension is moving forward. The 95% design phase was completed in Summer 2025, and the City is now reviewing feedback from key agencies. Once those comments are addressed, the design will be finalized.

 

Q: When will construction begin?

A: A construction start date has not been set yet. The project will move forward once full funding is secured.

 

Q: How much will the project cost?

A: The estimated total cost of the new roadway is about $154 million — roughly $50 million per half mile. The cities of Dublin and Livermore will share the cost of the half-mile segment that connects the two communities.

 

Q: Has Dublin set aside funding?

A: Yes. The City of Dublin has allocated about $75 million for the project so far, and is actively pursuing grant funding to cover the remaining costs.

 

Q: Has the road always been planned for six lanes?

A: Yes. Since the 1980s, the Dublin Ranch Specific Plan and related planning documents have envisioned the extension as a six-lane roadway to support future traffic needs.

Measure II

Q: I heard Measure II was approved by Dublin voters, but I haven’t heard anything since – why?

A: You’re right, Measure II was approved by Dublin voters on November 5, 2024, with 53.11% in favor. However, environmental groups filed a California Environmental Quality Act challenge to the City Council's placement of Measure II on the ballot. Because of this, the matter is currently tied up in litigation.

 

Q: Didn’t a judge issue a ruling in this matter?
 A: Yes. On November 19, the judge issued a final statement of decision in favor of Save Mount Diablo and Friends of Livermore.

Q: What’s next?
A: The City of Dublin has the ability to appeal the decision. However, any decision on whether to appeal would need to be considered by the Dublin City Council.

 


Downtown Dublin Preferred Vision

Q: What is going on with the Downtown? We heard the City Council was going to consider the Dublin Commons project, and then the item was pulled by the applicant.

A: Yes, American Realty Advisors (the property owner of the Dublin Place shopping center) was working with a developer to redevelop the center into a new mixed-use project of approximately 810,000 square feet of retail, research, and development (life science); residential units; and new parks. However, in late 2024, they requested that the City Council postpone consideration of the project.

 

Q: Are there plans to come back to the City Council?

A: The City is actively working with the property owner. Recently, ARA purchased the sites of Burlington and Bassett Furniture, making ARA the sole owner of the project property and signaling forward momentum on a downtown project.



Dublin Arts Center

Q: What is the Dublin Arts Center?

A: The Dublin Arts Center, located at the Dublin Civic Center, will be a multi-use facility offering cultural, educational, and social opportunities for the community.

 

Q: When will the Dublin Arts Center open?

A: Construction is currently underway, and the facility is anticipated to open in Spring 2026.

 

 

FCI Dublin

Q: What is the status of the FCI Dublin complex?

A: As of April 15, 2024, the facility remains closed. No other official information has been shared by the Federal Bureau of Prisons.

 

Q: Is there an intent to reopen FCI Dublin in the future?

A: The City of Dublin has not received any update from the Federal Bureau of Prisons regarding the future use of the Federal Correctional Institution, Dublin. The City and elected representatives continue to monitor the situation.

 

Q: Is FCI Dublin going to be turned into an ICE detention facility?

A: The City is aware of public speculation that FCI Dublin may be evaluated for use as an ICE detention facility; however, these reports have not been verified. According to Congressman DeSaulnier’s Office, in late June 2025, the Bureau of Prisons Director stated that it is "highly unlikely” FCI Dublin will be used as an immigration detention center. While the City has continued to work with elected officials to gain clarity from federal officials on the facility's future use, we are receiving no official information on the matter.


Q: What has the City done to address the concerns about FCI Dublin being turned into an ICE detention facility?

A: On April 4, 2025, the City submitted letters to both the Department of Homeland Security and the Federal Bureau of Prisons in opposition of the use of FCI, Dublin as an ICE detention facility. On November 17, 2025, the City submitted follow up letters to Department of Homeland Security and the Federal Bureau of Prisons reiterating the opposition to the use of FCI, Dublin as an ICE detention facility. In addition to the submitted letters, the Dublin City Council approved Resolution 110-25 on December 16, 2025. The Resolution formally opposes the reopening or repurposing of the former Federal Correctional Institution Dublin for any future detention or correctional operations. 


Q: Has the City received any responses to its correspondence?

A: Yes. The City received a letter from Bureau of Prisons Director William K. Marshall III in response to the City's November 17, 2025 letter. The City also received a copy of additional correspondence regarding the future use of FCI Dublin. 



HMart

Q: What is going on at HMart? 

A: HMart, located at 7884 Dublin Blvd., is currently under construction. The project includes expanding the existing 27,237-square-foot commercial tenant space with an 8,552-square-foot addition for a food hall, a 3,187-square-foot outdoor seating space with a play area, façade upgrades, a new trash enclosure, and related site improvements.

 

Q: Why has it taken so long?

A: The tenant improvements for HMart are extensive due to the significant transformation required to convert a former, long-vacant hardware store into a modern international market and food hall. The work involves bringing the building up to current code standards and completing major structural, mechanical, and façade upgrades. These types of large-scale renovations often take considerable time, as construction costs, permitting processes, and labor availability can also affect the overall schedule. The City has and continues to work closely with HMart and the various project partners to bring this highly anticipated project to completion.

 

Q: When will it open?

A: At this time, the City does not have an estimated opening date. Project timelines are influenced by a variety of factors, including construction schedules and tenant coordination, and are ultimately outside of the City’s control.

 


IKEA

Q: Is it true that IKEA is not coming and they are selling their site?

A: Yes, IKEA recently announced its decision to sell the Dublin property as the company shifts its focus toward developing smaller-format stores by repurposing vacant retail spaces.

 

Q: What does this mean for Dublin?

A: While IKEA may not be constructing a new store, there is still opportunity for them in Dublin and the Tri-Valley as they look at vacant retail spaces.

 

Q: What will happen to their site?

A: The City is working with IKEA’s real estate team to market the site for sale. The site is currently zoned for general commercial, meaning another retail development there could be possible in the future.



Visit Tri-Valley Multiuse Event Center

Q: What is the Multiuse Event Center?
A:  The Multiuse Event Center is a Visit Tri-Valley (VTV) initiative to develop more than 100,000 square feet of highly adaptable indoor space designed to accommodate sports tournaments, corporate events, and entertainment shows year-round.


Q: Where will it be located?
A: Visit Tri-Valley has selected Dublin as the preferred location for the project after evaluating various sites throughout the Tri-Valley.  The proposed site - at the corner of Martinelli Way and Arnold Road, next to the Dublin/Pleasanton BART Station - offers excellent visibility, easy access to public transit, and proximity to major highways, hotels, shopping, and attractions.


Q: Who is leading the project?
A: The project is being developed and led by Visit Tri-Valley, the regional tourism marketing district representing the Tri-Valley area.  The City of Dublin continues to engage in discussions with VTV, but is not the project developer.


Q: What is the current status?
A: VTV is collaborating with the Tri-Valley cities and Alameda County on the project concept and potential areas of partnership.  At this time, no formal project application has been submitted to the City of Dublin for review and there is no anticipated groundbreaking date.



Alameda County Sheriff's Office Bomb Detonations
Q: What are the booms I keep hearing near Santa Rita Jail?
A: The Alameda County Sheriff’s Office conducts planned detonation testing and training, as well as emergency detonations when needed, at its bomb disposal range east of Santa Rita Jail on Broder Blvd. The City will notify residents of any scheduled detonations through a News Flash and its social media channels. Emergency detonations occur only when required and may happen without advance notice.
