Homeownership Opportunities

A total of 18 Moderate-Income below market rate (BMR) homes will be available between 2025 and 2027, 14 three-bedroom duets and 4, four-bedroom townhomes. 

The three-bedroom duets range in size from 1,795 to 1,839 square feet and feature an attached two-car garage. They are priced at $576,615 for households with 3-6 persons. View the Floor Plan and the Flyer.

The four-bedroom townhomes are 1,970 square feet for households with 4-8 persons. A floor plan and flyer are coming soon.

October 2025 Release

The City is currently reviewing the October Francis Ranch Applications. The City is in contact with the applicants with the highest preference points and has invited them to submit an online BMR application along with supporting documentation. 

February 1, 2026 Release

Application Window Starting Soon. 

Pricing for the four-bedroom townhomes will be no more than $628,000; exact pricing will be released before the application period begins. The three-bedroom duets are $576,615.

To apply for a Francis Ranch BMR, submit a BMR Prequalification Application, a Loan Preapproval, and show proof of preference point documentation when requested and if applicable. Buying a Below Market Rate (BMR) Home Resale

  1. Review the eligibility requirements and determine if you qualify; see the Guide to Buying a Below Market Rate Property. Please note that the income limits in this handout are moderate income and do not apply to the 8917 San Ramon Road property. See below for low-income limits.
  2. Find a for-sale BMR property and submit a Prequalification Application and your Lender Preapproval to the City of Dublin Housing Division by the due date at HousingInfo@dublin.ca.gov.
  3. The City of Dublin will invite the applicant with the most Dublin preference points to apply for the BMR program. If none of the applicants have preference points or if there is a tie, the City will rank by lottery.
